Inconsistent usage led to continuing after failure in, for example,
kud_bm_deploy_mini when kud_bm_launch.sh failed to get the necessary
packages.

Scripts in ci, cmd/bpa-operator/vendor, deploy/kud-plugin-addons, and
sdwan are excluded from this change.
