Kubernetes dumps JAVA heap dump to kubelet root dir which is not too nice,
since the disk can be flooded by a faulty component.
CaaS logging customization moved from utils rpm to instantiate rpm

Make Prometheus data storage configurable
- From now Prometheus uses a persistent volume to store its data. The
volume size set to GBi.
- Data retention also fine tuned to avoid out of space situations in
normal operation. (max retention size and WAL compression)
- `kubernetes-apiservers` job deleted, because its data is unused.

Correct TLS settings for custom metrics
For some reason apiserver doesn't use it CA cert for APISservice
connections, so it requires explicitly setting CA in the `caBundle`
field of APIService object.
After this TLS verification can be enforced.

Add support of ES intra-day data rotation
When filesystem (`/var/log`) usage exceeds 80%, a script starts
dropping the oldest ES index until fs usage goes below 80%.
If there is no more earlier-than-today indices left, this script
starts deleting oldest 100000 log entries to reclaim space as
last resort.

Add infra_chart_reconfig_fluentd playbook
This playbook reconfigures the fluentd component of the `caas-infra`
chart according to the `log_forwarding` rules in CM.
Typically this playbook is called by CM activator whenever the
`cloud.caas` content has been changed over REST API or by hostcli.

Setted EXPECTED_MASTER_NODES, EXPECTED_DATA_NODES,

Add initContainer to SR-IOV Device Plugin Pod
InitContainer waits until VFs are available, so SR-IOV DP
can be started (it won't run into crash loop).
The consequence is that the infra helm chart won't be ready
until VFs are available, so we need to check the Pods status to
determine when the chart is deployed.
