Refactor: Cleanup JJB for pre-commit This includes removing the file "static-slaves-ci-jobs", which does not conform to modern naming conventions, and is no longer needed. Change weekly crons to "@weekly", hourly to daily @weekly will provide automatic load balancing from Jenkins, rather than running all jobs at the same time. As for docker jobs, hourly is simply more frequent than is necessary, putting an unnecessary strain on resources. Automation adds INFO jobs Automation adds INFO.yaml management jobs for all top level projects.
