Added Ampere_Openedge hardware type
Added datasheet URLs for those hardware types that have them.
Added Ampere_Openedge UUID to the blueprint.
Changed the chassis layout value from "airframe" to "open_edge1.3"
Note: for backwards compatability, the portal should accept either value as interchangable

Add committers and PTL to new INFO.yaml file

Initial version of REC_blueprint.yaml
This is the YAML file that defines the actual blueprint as intended
to be ingested by the new Regional Controller. This informs the RC of
how to acquire the REC software assets and deploy them to suitable
hardware.

Initial pod create workflow script
This script will likely be rewritten, but is sufficient to be used by
the new version of the regional controller to drive the deployment of
Radio Edge Cloud pods.
